William Alexander Waters Jr., 89, of Hilo died Feb. 24 at home. Born in Honolulu, he was the district superintendant of Kauai schools, Windward Oahu, then Big Island schools, then state superintendent of the Department of Education. After retiring, he was elected as a board member to the state Board of Education. Private family services were held. No flowers; no koden. Survived by wife, Lillian K.
