JOINT BASE PEARL HARBOR-HICKAM, Oahu (AP) — A new leader will take over at the Hawaii-based military command that searches for and identifies Americans from past conflicts.

McKeague will be the first Air Force general officer to command JPAC. Most recently he served as an assistant to the chairman of the Joint Chiefs of Staff for National Guard issues.
Court upholds fine for Marcos
HONOLULU (AP) — A federal appeals court is upholding a $354 million fine against the widow and son of the late Philippine dictator Ferdinand Marcos.
A three-judge panel of the Ninth Circuit Court of Appeals on Wednesday agreed with a U.S. District Court judge’s ruling against Imelda Marcos and Ferdinand “Bonbong” Marcos, Jr.
Judge Manuel Real imposed the fine after determining they violated a court order to freeze their assets so they could pay thousands of Marcos human rights abuse victims. The victims had won a class action lawsuit against the Marcos estate.
Only a fraction of the $2 billion a federal jury in Honolulu awarded the victims in 1995 has been collected. Attorney Sherry Broder said Friday lawyers will continue to pursue damages courts awarded to victims and their surviving family members.
State teacher of the year named
HONOLULU (AP) — Kailua Intermediate School teacher Karen Kutsunai is the state teacher of the year for 2013.
Gov. Neil Abercrombie and schools Deputy Superintendent Ronn Nozoe announced the award at a ceremony on Friday. The Department of Education says Kutsunai remembers a saying by a former principal before she enters her classroom.
The principal would say “I control the weather in my classroom. What kind of weather shall we have today?”
The department says Kutsunai creates an environment where students shine, aren’t afraid of making mistakes, and learn and grow from their experiences. She’s been a teacher at Kailua Intermediate since 1999.
