Samuel “Sam” Seichi Kawamura, 76, of Hilo died July 27 at Yukio Okutsu State Veterans Home. Born in Hilo, he was a retired drafting technician for the state Department of Transportation Highways Division, retired Hawaii Army National Guard lieutenant colonel and Vietnam War veteran, and member of Big Island Retirees National Guard Association, Waiakea Lions Club, Anela Street Kumiai, lifetime member of Hawaii Ballroom Dance Club, former member of the Big Island Ballroom Dance Club — Hilo Chapter, and former council member of Hawaii Island Retired Senior Volunteer Program.
