October Blue and White Fair is this Saturday, Oct. 18, 9 a.m. to 2 p.m., at the Paauilo School grounds. Paauilo Elementary and Intermediate Tigers will be roaring their approval as you arrive to “shop ’til you drop,” enjoying the bargains of the day and the specials only to be found at this yearly event. Everyone can enjoy games that include catching real fish, duck pond, clown toss, Wheel of Fortune, Penny toss, face painting, tattoos, soda ring toss, balloon pop with darts, bean bag toss, apple bobbing, dunking booth, Portuguese Horseshoes and roping. Food will include hamburger stew, sweet sour meatballs, fried rice loco, chili/nachos/Dorito salad, Portuguese Bean Soup, pork and peas, or grab a snack to go with snack bags, Spam Musubi, Portuguese Sweet Bread, Baked goods, cotton Candy, Mamane Bakery Bread. Throughout the day, cool off with ice cream, Brudda Pops, lemonade or shave ice.

Please join the celebration of the new Historic Honokaa Town signage with unveiling of the four town signs designed to stand at the entry locations on Mamalahoa Highway to further define Historic Honokaa Town.
Dr. Ross Stephenson will be talking about the Historic Honokaa State Registry Initiative on Oct. 15, 4:30 p.m., at the Honokaa People’s Theatre. Tawn Kinney, Theatre owner, will share the history of the Theatre and its “Place” in Honokaa Town “then and Now.” Department of Transportation will be there for the presentation of the signage along with their commentary. Councilwoman Valerie Poindexter and Representative Mark Nakashima will share their perspectives and vision.
Gerald DeMello will share the significance of Historic Honokaa as the Hawaii Island member appointed by the governor to the State Historic Places Review Board. He will elaborate on these points: Maintaining a sense of place and connection to the past and future, embracing Honokaa’s history; a past shaping the present and the future; cultural tourism maintains a community’s unique sense of identity and contributes an economic stimuli; the potential to serve as a venue for community enhancement for a variety of societal needs including: education, jobs, family and livability. This can become the vehicle or venue for vitalization of community through creating synergy between the community’s local businesses, the visitor industry and the North Hawaii Educational Research Center’s Heritage Center. The potential is a connectivity to an active educational facility that continually engages the community to be active in their heritage via research, displays and public programs.

In honor of Filipino-American Heritage Month, the North Hawaii Education and Research Center (NHERC) is hosting Domingo Los Banos on Oct. 16 to speak about Filipino-American troops in World War II. The talk will be preceded by the showing of the documentary by Stephanie Castillo called “An Untold Triumph: the Story of the 1st and 2nd Filipino Infantry Regiments, U.S. Army.”
Mr. Los Banos was born on Kauai to first- generation Filipino immigrants and went on to distinguish himself as a teacher, coach, principal and school superintendent in Hawaii. Domingo served in the 1st Filipino Regiment and upon completion of his tour of duty dedicated himself to impart the message of tolerance and understanding among the people of all nations.
Others who served in the regiment from our community were the late Sotero Bailado and Peter Villafuerte of Paauilo, Angel Ibanez of Paauhau, and John Afalla and Feliz Guerpo Sr. of Honokaa. Former Court Justice Benjamin Menor of Pahoa and Representative Peter Aduja of Hilo were also members of the regiment.
The film and talk will be held in the NHERC Conference Room at 45-539 Plumeria St. in Honokaa at 5:30 pm on Thursday, Oct. 16. Light refreshments will be served. For more information or for disability accommodations please call 775-8890 or 932-7002.

The Department of Health (DOH) has initiated the process to accept written comments and hold a public hearing on proposed changes to Hawaii Administrative Rules (HAR), Chapter 11-62, Wastewater Systems.
Proposed changes include prohibiting the installation of new cesspools and requiring connections or upgrades of existing cesspools to septic systems within 180 days after sale of property. A public hearing was held Oct. 2 on Oahu with videoconferencing to the outer islands.
Due to many concerns voiced by residents on all islands, the public comment period has been extended to Friday, Oct. 17.
In addition, DOH will be holding a public informational meeting to discuss the proposed administrative rule changes in Hilo on Thursday, Oct. 16, at 5 p.m.
