HONOLULU (AP) — The mother of a 17-year-old girl who died in a double suicide filed a restraining order against the 44-year-old man who the girl took her own life with outside an Oahu resort, according to court documents.
Emergency personnel responded Friday night to the Turtle Bay Resort to find the teen and Shane Francisco on the ground in the parking lot. They were taken to a hospital and later died.
The Honolulu Medical Examiner’s Office determined they both died of gunshot wounds to the head and ruled their deaths suicides.
According to court records, the girl’s mother sought a protection order against the man last October. She said her daughter’s relationship with Francisco might have started when the girl was 13 or 14.
The case has prompted concerns from domestic violence advocates, such as Nanci Kreidman, who questioned why Francisco didn’t face criminal charges for having a sexual relationship with a minor.
Kawika Rogers, the girl’s recent boyfriend, said the 17-year-old girl appeared to be in an abusive relationship with Francisco.
“There were a lot of issues with him and her and he was just trying to work his way into her life,” Rogers said. “She was trying to get away from the guy …”
Regulators want Navy to redo some fuel tank plans
HONOLULU (AP) — Regulators are ordering the Navy to redo some of its plans to assess the threat its Red Hill fuel tanks pose to Honolulu’s groundwater.
The U.S. Environmental Protection Agency and the state Department of Health sent a letter to the Navy dated Sept. 15. It says the military will need to gather sufficient data to establish likely groundwater flow directions beneath and around the tanks.
The agencies say the work is critical for limiting the risk to the drinking water from past and potential future fuel leaks.
The Navy stores fuel for military ships and aircraft in 20 underground tanks at Red Hill. The tanks sit on an aquifer that supplies a quarter of the water consumed in urban Honolulu.
The Navy detected a leak of 27,000 gallons from one tank in 2014.
