The National Weather Service has downgraded its weather advisory for Hawaii Island from a flash flood warning to a watch.
The watch will remain in effect until 6 p.m. Tuesday unless extended.
The advisory says heavy rain could become widespread and cause streams to quickly overflow.
In Hilo, Kamehameha Avenue and Pauahi Street are passable after flood waters receded. Wood Valley Road in Pahala also was reopened.
Driving conditions remain poor and additional closures remain possible, the agency cautioned.
The Kalapana lava viewing area will be closed Tuesday evening.
The county cancelled meetings for the Game Management Advisory Commission and Mass Transit Agency due to the weather.
As of 2:45 p.m., gauges reported 24-hour rain totals of 7 inches in Waiakea Uka and Piihonua, 6 inches at Hilo airport, 5 inches at Papaikou, about 3 inches in Mountain View, nearly 4 inches in Pahala, 2 inches in Pahoa and less than an inch in Honokaa.
A high wind warning also is in effect for Hawaii Island summits.
