The state Land Board approved fining a tour boat operator $42,165 on Friday for damage done to the historic Punaluu Wharf.
Simon Velaj of Hang Loose Tours was seen using heavy equipment to try to remove remnants of the wharf, built in 1916.
The state Department of Land and Natural Resources says damage was done to a concrete footing, concrete foundation, retaining wall and a concrete pillar in June. He did not have permits from the county or state for the work.
A DLNR spokeswoman said Velaj requested a contested case hearing at the meeting in Honolulu. She said he has 10 days to submit a formal request.
