Temporary emergency access is allowed under the latest supplemental emergency proclamation for the Kilauea eruption, if approved by the county.
Requests submitted to Civil Defense should include: location of property and tax map key numbers; description of proposed access; and written consent from individuals whose properties will be traversed.
County Planning and Public Works departments also will review requests.
Issues the departments will consider include whether a grading permit is needed, how the grading will affect topography and the path of future lava flows if activity resumes, road standards or conditions, and whether a geotechnical assessment is needed.
Individuals assume risks and may be charged for rescues, according to the county.
The county is not planning on re-establishing additional public roads until it completes a six-month waiting period, which started in early October when Hawaiian Volcano Observatory reduced the volcano threat level.
