Richard “Rick” West, 84, of Medford, Ore., formerly of Hilo and Waimea, died Feb. 19 at home. Born in Hilo, he was a retired vice president and Big Island regional manager for Bank of Hawaii, former executive director of the Hawaii Island Economic Development Board, president of the Hawaii Island Chamber of Commerce and University of Hawaii at Hilo Vulcan Booster Club, chairman of the Hawaii Natural Energy Lab, and graduate of Punahou High School and Whitman College.
