MINNEAPOLIS — The Justice Department accused the Minneapolis police on Friday of discriminating against Black and Native American people, using deadly force illegally and trampling the First Amendment rights of protesters and journalists — damning claims that grew out of a multiyear investigation and may lead to a court-enforced overhaul of the police force.
