Mayor Kirk Caldwell announced her appointment Monday.
Hanabusa replaces Carrie Okinaga on the Honolulu Authority for Rapid Transportation board. Okinaga is leaving as she becomes general counsel for the University of Hawaii.
Hanabusa represented Hawaii’s first congressional district in Congress for four years. She left Congress after unsuccessfully running for U.S. Senate. She has also served as a state senator and state Senate president.
The rail project faces a budget shortfall of as much as $910 million.
The state Legislature passed a bill last month that would extend the so-called rail tax by five years to close that gap. It’s not clear whether Gov. David Ige will sign the measure.
