Former county Managing Director William Takaba either lied or had a convenient memory lapse under oath on the stand testifying for his friend, Billy Kenoi.
Takaba testified there was no time limit within which to pay back charges that mistakenly had been attributed to county business, but were really personal expenses. Accounts are to be reconciled monthly, according to the policy manual.
Any questionable expenditures, such as a personal purchase, are to be reported to the pCard administrator within five business days. But, hey, da may-ya, right! He can do whateva da bad bugga like, yeah? And believe me, he did.
The county auditor in her report found that almost a third of the unauthorized transactions took up to 1,000 days before they were paid. That’s almost three years of violating Article 7, Section 4, of the Hawaii Constitution and HRS Section 103D-101, both of which require that public money can only be used for a public purpose.
But, hey, in the court of public opinion, Billy’s got a hung jury, right? I mean, he built great parks, didn’t he? So, what’s a few laws among friends?

Kenoi’s ‘dirty mess’
I have watched and read nearly every news account of the (Mayor Billy) Kenoi trial. What has become crystal clear is that none of the mayor’s Cabinet should ever be allowed to serve again in government.
Mr. Harry Kim: Please clean up this dirty mess. We’re counting on you.

Yeah, Dawn (Hurwitz, Tribune-Herald, Your Views, Oct. 23). Pretty soon we can all get stoned out of our minds as the world turns and burns.
Insofar as “The Emerald Tablets of Thoth” say (as quoted in your letter), “in smoking the grass of Arabs, it did not give me the light, I had that afore time. But it gave me such insight I could not have seen in several times.”
Perhaps smoking this “Arab grass” is what prompts those people to butcher and murder hundreds of thousands of their own people throughout the past thousands of years.
We infidels (as they call us) have lost more than 5,000 of our military during the past few years trying to stop the mayhem!
And insofar as our next generation, while getting stoned, can put a stop to the slaughter: I seriously doubt it!
